看環保政策變成環保災難--美國的flex-fuel汽車醜聞

美國從1990年代起通過法案開始獎勵車廠生產汽油替代品的汽車(主要是Ethanol，乙醇，可以由玉米提煉，所以永遠不用擔心會用鑿, 商業化產品稱E86）, 就是所謂的"flex-fuel" vehicles. 這原本是一件美事, 但卻在缺乏配套措施(或是人謀不臧?)下反成為助長溫室效應的推手.
You may be surprised to know that since the 1990s, American roads have been filled with cars capable of running on alternative fuel. These so called can burn either gasoline or ethanol -- or almost any mixture of the two. The problem is, most drivers don't know their cars can do this, and the "flex-fuel" concept is backfiring. 美國政府與國會在"某些人"的推動下提出措施獎勵可以使用汽油替代品的汽車, Problem is, 這個措施允許車廠有更多生產高污染引擎的配額最為補償
這個意思是, 車廠生產越多這種"flex-fuel"車, 就有更多的高污染汽車(原本應該在新排氣法案下逐漸消失）也被賣到市場上。更糟糕的是，那些原本應該「低污染」的"flex-fuel"車，因為整個美國直到今日大概只有五百個汽油站有售那種替代燃料（尤其是許多中西部的州更本連一個也沒有，卻消費了一堆那些高排氣量的汽車），車廠與汽車經銷商根本就不告訴消費者他有了一部可以使用汽油以外燃料的車輛，整個計畫不但沒有減低任何美國的廢氣排放量，反而更讓其雪上加霜。
By the way, 老福特發明的第一輛汽車，那個改變近代美國風貌的「T型車」，就是用Ethanol運轉的。
